What the above comment says about it being an anti-war song is what I had always heard, too. But I just saw Burton Cummings on FB explain that it was about the band's impression back when they first toured the states that American young women seemed a lot more mature than young women back in Canada. So, according to Burton, the song's meaning was much simpler than we might have thought.
